The Town of Halifax, MA (“the Town”) is issuing this Request for Proposals (“RFP”), pursuant to M.G.L. c. 30B, s. 16. Real Property Disposition, to solicit responses from solar energy developers (“respondents”) to:
A. Lease the Town’s 5.2 - acre landfill site at 60 Hemlock Lane for the purpose of designing, financing, furnishing, installing, operating, maintaining, and ultimately decommissioning a Solar Plus Storage Facility of up to a 1MW solar photovoltaic system (“SPS”) and Energy Storage System (‘ESS”). Approximately 4 acres of this site is suitable for solar photovoltaic panels.

B. At the option of the Town, furnish the Town with a revenue based net metering Credit Purchase Agreement (CPA) and or a Land Lease and CPA/PPA revenue structure. Such agreements shall provide the maximum savings and /or offset the Town’s electrical costs without increasing its current liabilities.
