2024 Annual & Special Town Meeting - Monday, May 13th, 2024

The Town of Halifax will hold its Annual Town Meeting on Monday, May 13th, 2024, at 6:30 pm, and a Special Town Meeting at 6:45 pm, at the Halifax Elementary School, 464 Plymouth Street

The meeting warrant and applicable supporting documents are available for download using the link(s) below. Copies of the Meeting Warrant will be mailed to all residents via U.S. Postal Mail. All supporting documents will be provided in person at the Town Meeting.

Who can participate in the Town Meeting?

All Halifax registered voters are eligible to attend, vote, and participate in the Town Meeting. Residents must register to vote at least ten (10) ten days before the date of the Town Meeting to vote and participate. Residents or members of the public who are not registered voters in Halifax are permitted to attend the meeting but must sit in a specially designated section.

Both the Annual and Special Town Meetings are run by the Town Moderator with advice, as necessary, from the Town Clerk and Town Counsel.


Warrant

The warrant, or the list of articles to be discussed and voted upon, is distributed to all households in Halifax in advance of the meeting.  Copies of the warrant are available at the Town Meeting, online or at the Halifax Town Hall.  Most articles are submitted by town departments, boards, and committees.  Residents may submit an article for the annual town meeting by petition which must include the proper language for the article and the signatures and addresses of at least ten Halifax registered voters.  Assistance in wording the article is available from the Town Administrator.  The deadline for submission for all articles for the Annual Town Meeting is the March 1 preceding the Annual Town Meeting.  However, most articles from town departments are submitted in early January and residents are encouraged to submit petition articles before the deadline.


Articles

In general, the articles at the annual town meeting include the operating budget for the coming year, capital budget articles such as the purchase of vehicles or substantial building projects, amendments to the Wage and Personnel By-Law including wage and salary levels for non-union employees and proposed changes to other town by-laws.
