Purchase of Land

The Town of Halifax is accepting proposals for the Town to purchase a parcel or parcels of land totaling at least four (4) acres in size located on property abutting the Town's property located at 540 Plymouth Street, Map 71, Parcel 14 said property to be used by the Town with its own property for municipal uses including one or more current or new buildings and infrastructure. The bid documents are available on at halifax-ma.org//bids - Proposals shall be submitted by Wednesday, July 28 at 3:00pm in the office of the Board of Selectmen, 499 Plymouth Street, Halifax, MA 02338.

All proposals shall be valid until at least September 28, 2020.

Any purchase of the property is contingent upon an environment site assessment with with costs of remediation to be part of any final settlement concerning the sale of the property from the current owner to the Town.

Any purchase of the property is contingent upon the necessary appropriation at a Town Meeting.

Comparative criteria:

The Town will visit subject properties to determine whether they are suitable for Town use based on soils, drainage, changes in elevation, access to the properties from the Town's own properties and the adjacent streets

The most advantageous offer from a responsive and responsible proposer, taking into consideration all evaluation criteria and price, will be selected.

Submission requirements:

Proposals must be submitted to the Halifax Board of Selectmen, 499 Plymouth Street, Halifax, MA 02338 no later than 3:00pm on July 28, 2020. Proposals shall be marked "Proposal for Land Purchase by Town of Halifax". Proposers may correct, modify, or withdraw proposals until the deadline date and time by visiting the Board of Selectmen's Office at the address above.

Proposers must submit a certificate of tax compliance.

The selected proposer is required to submit a disclosure of beneficial interests to the Massachusetts Division of Capital Asset Management and Maintenance as required by Massachusetts General laws, Chapter 7C, Section 38.
