MUNICIPAL SOLID WASTE CURBSIDE COLLECTION AND CONTAINER REMOVAL

The Town of Halifax, by and through its Board of Selectmen, will accept proposals from qualified parties for providing the following town-wide services:

1)    curbside solid waste (refuse) collection and transportation to disposal site

2)    removal of roll off containers from the Town’s recycling/solid waste center and transportation to disposal site

3)    emptying of municipal dumpsters and transportation to disposal site

4)    emptying of municipal toters and transportation to disposal site

Roll offs containers, dumpsters and totes are to be supplied by the contractor. Roll off containers will be removed on an on-call basis and the contractor is only liable for the transportation.

The town will pay the disposal costs for the tasks listed above to the disposal facility.

The Proposal shall be submitted in a sealed envelope clearly marked on the outside with the following “Proposal for Curbside Collection Contract”.  The Town reserves the right to waive any informality and to reject any or all proposals if deemed not to be in the best interest of the Town.  Further, the Town reserves the right to award a contract and subsequent amendments to the contract, in the sole discretion of the Town, which includes or removes all and/or any of the collection services which are part of this request for proposals.  Proposals are due no later than 12:00 pm on Thursday, May 9, 2019 at the Halifax Recycling Center, 917 Plymouth Street, Halifax, MA 02338

It is the intent of the Town of Halifax to accept proposal on a per service category basis not a per ton basis.  The Town desires the lowest per service category cost consistent with good performance and service and compliance with federal, state and local laws, rules and regulations.

The contract between the Town and contractor must include Price Sheets, Certificate of Insurance, Bid bond and Performance Bond.  Please note that this procurement is exempt from the provisions of G.L.c.30.B of the Massachusetts and as such the Town specifically retains the right to award the contract to the contractor which the Town determines is in the best interest of the Town. This contract is not exempt from the Massachusetts Prevailing Wage law. A copy of the prevailing wage schedule is included in the bid specifications for this contract and incorporated into the contract.
