Marijuana - Four Daughters History

Four Daughters Compassionate Care, LLC signed a Host Community Agreement with the Town in June 2018 for a proposed cultivation and processing facility on River Street in Halifax. The agreement refers to "Exhibit A". Four Daughters needed to complete the licensing process with the Massachusetts Cannabis Control Commission and obtain a special permit from the Zoning Board of Appeals and site plan approval from the Planning Board in order to build this facility. A proposal was not submitted to either Board. Both steps would have been publicized on the Town's web site and in other venues. In addition, Four Daughters needed to host a public forum about this project. After that time, litle occurred. In October 2019 the Town reported that it had contacted Four Daughters at the turn of the year (2018/2019) and the company indicated that it had been testing the soils on the property for septic systems and there was the possibility that an area had been found on the property that would “perc”.

On or about February 6, 2019, news broke that Four Daughters had been purchased by Verano. No one officially contacted the Town about the sale. Four Daughters was allowed to assign the Host Community Agreement (HCA) to another party with the permission of the Town, but such permission could not be unreasonably withheld.

All that said, the project pretty much stood where it did back in June 2018 when the HCA was signed. Four Daughters/Verano still needed to begin the process of obtaining a license from the Massachusetts Cannabis Control Commission and based on the records of the Commission, Four Daughters/Verano had not filed an application as of July 1, 2019. Four Daughters/Verano also had not applied for the necessary special permit from the Zoning Board of Appeals (a hearing would be required, newspaper ad, notification to the abutters, etc.) and site plan review by the Planning Board.

On October 29, 2019, Four Daughters withdrew from the Host Community Agreement and indicated that it will not pursue any licenses or permits for this project.
